Cara McNulty is a Director of Legal Services, leading the Corporate and Liability Management Legal team and is responsible for supporting the build of the Legal function at FinDev Canada. She leads a team of talented legal professionals covering corporate affairs, HR, litigation, and liability management. She also advises on general transactional matters. Cara has over 20 years of legal experience in Financial Services beginning her career at the Canadian law firm Gowling WLG before joining the legal team at Canada Mortgage and Housing Corporation and then the Legal Services team at Export Development Canada (EDC – FinDev Canada’s parent corporation). At EDC she held the role of Assistant Chief Legal Officer, leading the Insurance and Liability Management Team handling, insurance, guarantees and risk transfer matters. At EDC, Cara also provided transactional support for corporate lending, investments, structured and project finance and provided dedicated support to the Special Risks team. Throughout her career she has led legal projects and provided non-transactional support for various international and domestic matters including Crown Corporation governance.  

Cara obtained her LLB from the University of Windsor and is a member of the Law Society of Ontario. She holds a Master of Laws (LLM) from Osgoode Hall Law School in Banking and Financial Services and various leadership and professional certificates including in Sustainable Investing.​​ She is a passionate drowning prevention advocate, volunteer, and stakeholder with the Canadian Drowning Prevention Coalition.
